Getting a drivers license

I'm reading the 118-page 'drive safe' book, the first thing you have to do before attempting to get your Learners permit.

1.6.1 The Effects of Alcohol on Driving

If you drink alcohol and drive, you will find it difficult to;

1) keep your balance, especially on a motorcycle (or on a bicycle, or as a pedestrian)
OR as a pedestrian!!! - are they suggesting that if for some reason you have had too much to drink, you are suddenly considered a driver when you walk somewhere? (as this is called 'The Effects of Alcohol on DRIVING)
